Topic: CBP Headquarters Discusses Automated Commercial Environment (ACE) Implementation

To meet the ever-increasing demands for trade processing and border security in the 21st century, U.S. Customs and Border Protection is modernizing its business processes via ACE.  ACE is a commercial trade processing system that facilitates legitimate trade while strengthening border security.  ACE connects CBP, the international trade community, and Partner Government Agencies (PGAs).  Upon completion of core trade processing capabilities, ACE will become the Single Window, the primary system through which the international trade community will submit data and documentation required by all federal agencies for imports and exports, and through which the government will determine their admissibility.

CBP will complete core trade processing capabilities in ACE and decommission the corresponding capabilities in the legacy systems by the end of calendar year 2016.  As part of this plan, the following three mandatory dates have been set for use of ACE:

 

  • May 1, 2015:  Mandatory use of ACE for all electronic manifest filings – Filing of all electronic import and export cargo manifest data related to all modes of transportation will be mandatory in ACE.
  • November 1, 2015:  Mandatory use of ACE for all electronic cargo release and related entry summary filings – Filing of all electronic data associated with the release of imported cargo from the government’s custody, including data related to PGA interactions, and associated entry summaries will be mandatory in ACE.
  • October 1, 2016:  Mandatory use of ACE for all remaining electronic portions of the CBP cargo process – All electronic trade processing will be mandatory in ACE.  This includes processes such as Drawback and Protest.    

Mr. Hilsen will be discussing the mandatory dates, benefits of being an early adopter, and available resources to help your company as it makes the transition. He will also discuss the way CBP is working with Partner Government Agencies to involve them and help integrate them into ACE.

 

CBP is encouraging all trade filers to being transitioning to ACE now to ensure they’re ready when these dates arrive.
